The members who comprise the ministry teams are dedicated to the growth and leadership of First Congregational Church of Escondido.
The operation and ministry of the church is organized into ministry teams and support teams which are elected by, and are responsible to the congregation. Ministry teams and support teams may organize and delegate to other groups as needed to complete the work and ministries of the congregation.
Ministries Leadership Team
The FCCE Ministries Leadership Team (MLT) is the primary governing body, accountable directly to the church membership.
Church Resources Ministry Team
The purpose of the church resources ministry team is to develop and manage the financial and real and personal property resources necessary for the functioning of the church and its ministries.
Christian Education and Spiritual Growth Ministry Team
The purpose of the Christian Education and Spiritual Growth Team is to promote and encourage the Christian education and spiritual growth of all persons, ministry teams and groups in the church in a safe and sacred setting enabling them to grow and flourish in the love of Christ. This ministry team is responsible for working with the pastor and other groups to provide the personnel and resources required for age appropriate and intergenerational programs and ministries. This ministry team will encourage the use of educational resources compatible with UCC theology, and with respect for diverse lifestyles and/or theological perspectives. The team will maintain compliance of FCCE’s Safe Church Policy in all Christian and Spiritual Growth ministries and activities.
Mission and Social Justice Ministry Team
The purpose of the Mission and Social Justice Ministry Team is the fulfillment of the teachings of Jesus by creating in our church family the widest and deepest possible interest in the church’s program of local and global mission. The team responsibilities include: researching, selecting and recommending local and global mission projects; and advocating for and serving victims of social injustice by partnering with the United Church of Christ and other ecumenical and community agencies.
Worship and Music Ministry Team
The purpose of the Worship and Music Ministry Team is to ensure the presence of meaningful worship and inspirational music in the life of the church. This ministry team is responsible for the planning and administering of all worship services and musical events. The ministry team is responsible for planning, coordinating and administering the rites and sacraments of the church. The team will partner with the Congregational Life Ministry Team to provide support as needed for memorial services and wedding services.
Congregational Life Ministry Team
The purpose of the Congregational Life Ministry Team is to relate to all church members and the greater community by: (1) extending hospitality and welcome to visitors, (2) developing and sustaining new church membership with sensitivity to cultural, ethnic, generational diversity and UCC polity and practice, (3) encouraging all persons to become integrated into available ministries, small groups and worship activities, (4) offering support and care to the church community by providing to those in need of a ministry of intentional caring and sharing of God’s love, (5) bringing together members, friends and visitors of all ages, in varied fellowship activities throughout the church year and, (6) communicating with members and the greater community through various forms of media. This Ministry Team is responsible for managing and administering the Congregational Care (Deacons) Fund, as well as maintaining the church Disaster Preparedness Plan. The team will partner with the Worship and Music Ministry Team to provide support as needed for memorial and wedding services.
Support teams may be formed for the purpose of supporting the administrative work, special ministry projects and mission of the church. Support Teams report directly to the Ministries Leadership Team, but do not have a voting position on the Ministries Leaders Team. A quorum for support teams will be a majority of the voting members on each team. Vacancies on Support Teams may be filled by the Nominating Team or the Ministries Leadership Team.
The Nominating Team will seek candidates for church officer openings and vacant positions on Ministry Teams and Support Teams for the church program year. A slate of nominees which has been approved by the Ministries Leadership Team will be presented to the congregation at least two (2) weeks prior to the Annual June/July Congregational meeting. Nominations may be made from the floor at the Annual Congregational meeting to fill vacancies, provided that prior consent is obtained from the nominees. The Nominating Team will compile a list of individuals who may be asked to fill vacancies that occur in any elected or appointed position throughout the program year.
The purpose of the Personnel Team is to provide oversight and management of all non-pastoral compensated church staff in accordance with Federal and State laws and ethical best practices as defined in the Employment Policies and Procedures Manual. The Personnel Team will oversee issues of: recruitment, hiring and dismissal, administration, training, evaluation, compensation and confidential record-keeping of personnel files for non-pastoral staff. Any Personnel Team recommendations concerning hiring, dismissal and compensation must be presented to the Ministries Leadership Team for approval and/or action.
Pastoral Relations Team
The purpose of the Pastoral Relations Team is to promote effective, open communication and understanding between the congregation and the pastor. The team will regularly evaluate the relationship between the pastor and the congregation, and take the appropriate measures for maintaining the health and mutual satisfaction of that relationship. Additionally, the Pastoral Relations Team will provide administrative oversight of the Senior Pastor
The purpose of the Audit Team is to provide an annual audit of the financial records of the church, to include all restricted funds maintained by ministry teams or support teams. The Audit Team will submit a written report of their findings to the Ministries Leadership Team. The Audit Team will be composed of a minimum of two (2) active church members appointed by the Ministries Leadership Team each program year. Members of the Church Resources Team may not serve on the Audit Team.
Safe Church Team
The purpose of the Safe Church Team is to provide oversight of the FCCE Safe Church Policy. The team will provide information to the congregation regarding the rules and guidelines for ensuring a safe and sacred environment on the church campus. The Safe Church Team will be comprise a minimum of two (2) active church members appointed by the Ministries leadership Team who may serve without term limit.
Pastoral Search Team
A Pastoral Search Team will be formed to select a pastoral replacement when the need arises in the life of the church. The Pastoral Search Team will be formed in accordance with the Manual on Ministry of the United Church of Christ. The Pastoral Search Team will include a minimum of nine (9) active members appointed by the Ministries Leadership Team.
Ad Hoc Support Teams
Temporary ad hoc support teams may be established by the Ministries Leadership Team ad deemed necessary to accomplish the work and mission of the church.
Worship and Sacraments
Public services of worship will be held every Sunday and other occasions at times and places determined by the Worship and Music Ministry Team and the Pastor(s). The Sacrament of the Lord’s Supper will be held at least quarterly, as determined by the Worship and Music Ministry Team and the pastor(s), in the manner they prescribe. The Sacrament of Baptism will be celebrated at such times as recommended by the Pastor(s) and the Worship and Music Ministry Team.
Annual Congregational Meetings
There will be two regularly scheduled meetings each year.
A meeting will be held in January to adopt the Annual Budget, and to transact any other business as approved by the Ministries Leadership Team. A meeting will be held in June or July to approve the Annual Reports, to elect new officers and ministry team members and to transact any other business as approved by the Ministries Leadership Team. The Ministries Leadership Team will have the authority to change the meeting schedule as deemed necessary for the welfare of the church. Voting members of the church may propose agenda items for Congregational Meetings. The proposed agenda items must be presented to the Ministries Leadership Team in writing for consideration at least 30 days prior to the scheduled annual meeting.
Rules: Roberts Rules of Order will be followed at all meetings. Church Year: The Fiscal Year will begin on January 1; the Church Program Year will begin at the close of the June or July Annual Congregational Meeting. Notice: The call of any Congregational meeting will be given at least 14 days prior to the meeting via an announcement from the pulpit, and written notification via email or mailed letter stating the purpose of the meeting. A quorum: A quorum will consist of 20% of the active members.
